MEET JIM
Jim Lay, 41, is an Alexandria homeowner, small business owner, and parent. A native Northern Virginian, Jim graduated from George Mason University with a BA in Philosophy and a Masters degree in International Transactions.
He combines an extensive background in public service in the City of Alexandria with more than a decade of practical business experience.
In 1995, Lay joined the office of the Alexandria Commonwealth’s Attorney while he studied law during the evenings. After graduating from the George Mason School of Law, he was appointed an Assistant Commonwealth’s Attorney. He served as an Alexandria prosecutor for three years, handling felony dockets consisting of white collar and drug-related offenses. In 2006, Jim co-founded the Old Town law firm of Carter & Lay, PLLC, specializing in civil, employment, and health care rights in Old Town. His clients include the Alexandria police union.
Active in Alexandria civic affairs, Jim has served on the Alexandria Public Records Advisory Commission and the Alexandria Economic Opportunities Commission, which is charged with advocating on behalf of the City’s economically disadvantaged citizens. He was a member of the Carpenter Shelter’s Development Committee, the Chamber of Commerce’s Legislative Affairs Committee, and the Alexandria Bar Association’s Judicial Selection Committee.
An active member and officer with the Alexandria Democratic Committee, Lay is on the Audit Committee and the Executive Committee, where he holds the office of Legal Counsel. In 2006, Jim attended the Sorensen Institute for Political Leadership at the University of Virginia.
Passionate about historic preservation, open space and preserving quality of life for all Alexandria residents, Jim lives with his wife, Martina, and children, Emma, 4, and Oliver, 2, in a 200-year old residence in Old Town. His office also is located in an historic building.
Earlier in his career, Lay worked as professional staff member on the U.S. Senate Select Committee for POW/MIA Affairs, chaired by Senator John Kerry (D, Mass.). He was recognized in Roll Call for his work in that position. After this investigative committee completed its work, Lay served as a Legislative Assistant in the Virginia General Assembly.
